Hugh has been an INTRAC Associate since 1997. A career in programme management in Oxfam and Action Aid gave him a particular interest in assessing the effectiveness of international aid, and since 2003 he has led evaluations of the international response to many major emergencies, including the Asia Tsunami of 2004, the Haiti Earthquake, and the conflict in Darfur, Sudan. He has also considerable experience in assessing the impact of aid given in support of civil society, and was recently part of a team which undertook a long term evaluation (over 3 years) of SIDA’s global civil society programme.
At present he provides Quality Assurance for evaluations undertaken by DFID and the World Food Programme, and he is also an International Grants Assessor for Comic Relief. He is an experienced charity trustee and was a trustee of the environmental charity Living Earth UK from 2002-2016.
